For secrets using the UserManaged replication policy type, Cloud KMS CryptoKeys must reside in the same location as the replica location. For secrets using the Automatic replication policy type, Cloud KMS CryptoKeys must reside in global. The expected format is projects/*/locations/*/keyRings/*/cryptoKeys/*.
